PEA Foundation set out to tackle one of the heaviest economic burdens on grassroots commerce in Edo State: informal market extortion. Everyday food vendors and rural women micro-entrepreneurs across Benin City were seeing up to 40% of their daily earnings stripped away by non-state cartels, arbitrary revenue collectors, and illegal transit checkpoints.
To restore economic dignity and safeguard operating profits, we launched a targeted civic trade rights campaign designed to bridge the gap between grassroots traders and local authorities.
Key Campaign Interventions

Trade Rights Listening Sessions: We brought together women market leaders to document illegal fee structures, transit bottlenecks, and extortion hotspots across key trading hubs.

Pidgin English Advisory Toolkits: We published and distributed clear, accessible pocket guides detailing approved municipal tax schedules, lawful payment procedures, and official reporting channels.

Direct Municipal Engagement: We engaged local government revenue officials and market heads, securing public commitments to enforce standardized fee collections and eliminate illegal roadside collection points.

Volunteer Compliance Tracking: Deploying our neighborhood volunteer corps, we established community monitoring nodes along high-density market corridors to track compliance and report harassment.
Within weeks of the rollout, arbitrary daily fee collections dropped significantly across targeted market hubs in Benin City. More importantly, participating market women transformed into peer-led trade anchors, equipping fellow vendors with the knowledge and confidence to resist illegal levies.
This initiative established our practical blueprint for economic justice: empowering women micro-entrepreneurs with trade literacy while holding municipal systems accountable to the communities they serve.
